Should the echo charger LED always be lit (ignoring the blink state) when ON or is it only on when charging?

Here's what the owner's manual says:

When the input voltage is 13.0/25.5 volts DC or higher, echo-charge automatically switches ON. The LED glows a steady green. When the input voltage is lower than 13.0/25.5 volts, the echo-charge automatically switches OFF, and the LED blinks green. The output voltage of echocharge is limited to 14.4/28.8 volts. When it reaches 14.4/28.8 volts, the charge current will decrease, maintaining a float condition. The starter battery will be fully charged without overcharging.
No load current drain on the house bank is less than 50 milli-amps.
If the input voltage is above 14.4 volts (or 28.8), output will be limited to a maximum of 14.4/28.8 volts.

Thanks Larry.

Just checked the two 20AMP fuses and one (red wire) was burned out and broke apart upon removal.
As always happens in the just check the fuse mode, part of the fuse is stuck in one end of the fuse holder and can't get it out so now I need to wire in a new fuse holder as well.
With a little luck tomorrow AM (it gets too hot during the day to leave the A/C off) I'll get that wired in and hopefully that's all my problem was...if not then I'll be on the lookout for a new charger.

Fuse was all that it was -- appraently not blown but the fuse (it's glass) broke. Replaced it with an ATO (large blade) fuse holder/fuse...left the other alone just to avoid getting into more trouble.
