Hot Water Bypass Valve

This problem started last fall at winterizing time and obviously, it's still here.
I think my hot water bypass valve is either stuck or shot. Last fall when I pulled the antifreeze into the system, it went into the hot water heater instead of the plumbing. This year when I used the compressor to blow out the lines, the air went into the heater. I was able to blow out the system by keeping the plug in the heater.
Questions:Is there a way to check to see if the valve is good? Is there a way to get it to work again? Any ideas on how to get to the valve to replace it?

Should be a piece of cake, right?
