House Fuse Panel Heat

I just replaced the Bussman 24 place fuse panel do to #17 fuse getting so hot it melted the fuse and around the opening. I thought it was from a loose wire but now with everything replaced it seems to be getting warm. #17 is for the passenger slide livingroom lights and the drivers side electric slide motor. The heat increases when the lights are on.
We used a thermal imaging device and could see where #17 was getting hot but as we turned other lighting on some others appreared to be getting warm. Is this normal? And if not, does anyone have an opition on a cause. We watched the amps while turning on differant lights and there was not a signifant difference between #17 and the others.

Are you able to read how many amps are flowing through the fuse? How much temp rise over ambient are you reading? A 20A fuse drawing near full load will create heat, however, you should be able to touch it without it being uncomfortable.

I'm no electrician but it sounds like for one, there's too much of a load on that circuit(s). Wonder if changing out the bulbs with LEDs would help lessen the draw? Also, is there anything going on with the drivers side elect. motor that would cause it to
