Step Cover will not retract...95 Magna

My electric step cover extends just fine.

Cover will not retract.

We can push it closed with some effort.
I get voltage across the extend terminal of the switch but none at the retract terminal.
5 wires attach to the switch block. One is power from the fuse. I am not sure how the other four interrelate.

The switch is grounded to a common ground rail.
Not sure if this is a switch, controller or motor problem or how to determine.

Has anyone solved this problem before?
