Cooling System Capacity

I'm getting ready to change the coolant and the manual has me wondering if it is correct. The manual says that: 10.7 qts engine 6 qts piping
68 qts radiator
91 qts total

Does it seem like the radiator could hold that much antifreeze?

I put ELC in my coach a couple of years back... It took 21 gallons of Cat ELC to refill my cooling system after I drained and flushed it...
