ATS, Surge Protector, Or?

Got home yesterday and my panel was reading 55 - 56 volts on line 1 and 60 on line 2. Freq was 60 and amps 0 on both lines. Unplugged and checked receptacle and it was 240 volts. Plugged back in with same results. Time delay not blinking on surge protector. Started generator and everything behaved normally, i.e. voltages, time delay, and then surge protector kicked on and amps became normal.
After a while I plugged back into receptacle and then opened output breaker on generator. Same results as before. Closed generator output breaker and after time delay everything normal again.
Did this a couple more times over the next 10 - 15 minutes and on the last time when I opened generator output breaker voltages on panel remained normal. Time delay light blinked normally and then surge protector kicked in and all was normal. I shut the generator down and spent the rest of the afternoon and evening thinking (hoping) it was maybe a dirty contact or something.
Went to bed and when i woke up this morning microwave sounded funny. Went and looked at panel and sure enough, 54 - 55 volts on line 1 and about 59 - 60 on line 2. No amps.
Went out and stuck meter in receptacle and got 240 volts. Plugged back in and got normal voltage on panel. Waited a bit, heard and heard the surge protector pick up. Voltage fluctuated but came back to normal. No amps on either side.
Went to look at surge protector and time delay blinking again. Waited a couple of minutes and it quit blinking but didn't pick up.
Went back inside and panel reading 54 - 55 volts on line 1 and 60 on line 2. Didn't try the generator because it was only a little after 0500 on Sat. morning - I'm at work as I write.
Since I believe the surge protector works with both the generator and shore power I was thinking thinking the problem was a dirty contact on the transfer switch, but after seeing the way it behaved this morning got me thinking more like the surge protector.
I can't rule out it being something wrong with the campground. The post/receptacle/meter have all seen better days but no one around me had an issue. I've been there since the first of January with no issue until now.

Any ideas?

I have a much older CC that is not as smart as yours but had a similar situation.
We lost neutral in pedestal fried micro, inverter fuse, and surge.
You have 220 at pedestal but where is your 110v? No neutral things get funky.

Well hoping it is (was) the simplest of the simple. While getting a reading with my fluke I noticed it was hard to get a good connection and I had to press hard on the outboard side of the holes to get one. Then I looked at my plug and over time the two legs have become angled slightly inward. I bent them both straight or even a little bit splayed outward. Plugged it in and everything is right.
Because of my profession I've gotten so I don't look for the obvious anymore.

Long story but it was the rv park's pole.
