Since the steps seem to work fine when the engine is running you may have a voltage issue with the step circuit.
There may be a ground problem with the steps. There are two green ground wires for the steps. One is longer and goes from the controller to the chassis. The other is shorter and goes from the controller and is attached to the steps. On my coach, the shorter wire was attached to a screw that attached the controller to the steps. That connection was loose and I could not tighten the screw because of corrosion. If either of the ground attachments are loose, see if you can tighten them or jumper the wire to a better ground. I broke off the screw for the ground wire attached to the steps and replaced it with two screws; one for the control box cover and a second one for the ground connection.
To see these wires you will need to lie under the steps when they are extended so you can see the controller. Make sure you are clear of the steps if you are going to check these wires.
