King Cruise Throttle issue

I have a question for anyone who has or had a late 1990s to early 2000s coach with a Cummins 6CTA mechanical (not ISC or electronic controlled) engine with the dreaded "King Cruise" throttle system.
I am experiencing a very intermittent issue with mine, where sometimes the throttle pedal does not have full power, but the cruise control lever buttons always do. The symptom is that I'll be driving along normally or accelerating from a stop but I'll step on the throttle and there's little or no power; usually only enough to get to 50-60 MPH. But when this happens I can engage the cruse control and use the accelerate button on the lever to get to full speed with no problems. Sometimes this throttle pedal condition corrects itself, but usually I have to turn off the engine and restart it in order to get back to normal operation, which always works.
There's no rhyme or reason as to when this happens - sometimes with the exhaust brake on or off, sometimes after applying the air brakes and sometimes not.
I had an extensive diagnostic conversation with Steve from Cruise Control King and based on symptoms we have essentially eliminated the brake circuit as the cause. (it is a known problem with LED brake lights - which I have - or a sticking exhaust brake that can cause the King Cruise to have a 'partial throttle' condition, but a brake light issue would limit to 10 MPH or so of speed and the cruise control would not engage at all if it thinks the brakes are being applied, so Steve is pretty sure this is not the problem)
So long story short, we believe I have a throttle pedal issue.

Has anyone else ever experienced this exact condition? Have you had to search for a replacement throttle pedal or rheostat? What were your results or eventual fix?
