Diesel fuel water separator filter

I have a 2000 Magna #5854 with a Cat C10 engine.  The heating unit in the base of the fuel/water separator filter has failed.  Has anyone replaced this fuel heating unit?  I have called both Caterpiller (with engine serial number) and Winebago/Country Coach in Junction City, OR.  Caterpillar was unable to help me and Winebago has not gotten back to me.  I have attached two pictures. 
It is the circular black unit.
