dust storm fix (or futile attempt thereof)

Here's the latest on my dust storm fix:
I removed and replaced the hydraulic valve located at the top of the radiator tank. I know of no way to test the old one, but the tech's at Tucson said it was obviously bad because the fan was turning on a stone cold start.

After replacing the valve, I started the engine and the fan still runs, apparently full speed. I don't have any of testing the rpm of the fan, but it looks like it's going full speed.
Since my coach is a 99 model and not equipped with the electronic fan controller, it appears to be the only control in the hydraulic system that could have an effect on the fans operation. The system looks straight-forward enough. Hydraulic lines run from the pump to the fan and the valve mounted directly on the fan receives its pressure from the thermostat valve. Huh? I say!

At any rate, I put the baffle on and mounted it as far into the engine compartment as possible while still having a solid mount on the lower shroud.

I haven't had a chance to drive in dusty areas to test the baffle, but I'm baffled (pardon the pun) about why the new thermostatically controlled valve still allows the fan to operate.

Has anyone had similar problems or has anyone been able to fix the dang thing?

By the way, after changing the valve, here's a disclamer: Don't try this at home! It only looks easy!
