ThinLite Noise

Has anyone experienced a whistle/humming noise coming from your 18" Fluoesent ThinLite. I've changed bulbs didn't fix it, could it be a Bad Ballest??

When you hear a noise from your lights it is the ballasts.
Typical in flourescent lights.
