Waste water indicator

On our '99 Allure the grey water

tank indicator level has been showing 3/4 full even though the tank is empty. On the way back from Austin, TX we decided to not empty the grey water tank to see if the movement of the water would dislodge anything that is causing the false reading.
As we were driving we could hear the sink stoppers in the kitchen sink being moved about, evidently by the water in the grey tank. Also we were getting a "old dirty soapy water" odor.
On several different trips when we were not able to empty our tanks we would get the odor. Anyone have similar situations and remedies?
